Integrasys and Aldoria selected for counter-space surveillance

Integrasys and Aldoria Selected by the Europên Defence Fund to Develop a Counter-Space Surveillance Capability

Paris, September 17, 2026 – Selected under the Europên Defence Fund (EDF), the EOBLINDING programme, funded to the amount of €6 million over 30 months, will be led by Integrasys and will bring together several Europên partners: Centrale Space Agency, Odysseus Space, TTI Norte, XYSENSING, and Aldoria, which will develop the surveillance and tracking component for Earth observation satellites.

This system will combine high-precision satellite tracking capabilities, radio-frequency interference capabilities, and a temporary laser dazzling capability. Aldoria will notably develop a first mobile space surveillance station, designed to be deployable in the future in operational theatres.

The Growing Role of Earth Observation Satellites in Conflicts

Recent conflicts have confirmed the increasingly important role played by satellite imagery in military operations. Earth observation satellites, whether equipped with optical, infrared, or radar sensors, make it possible in particular to track troop movements, logistical lines, and developments in sensitive infrastructure.

In Ukraine, for example, high-resolution imagery has made it possible to track concentrations of forces or movements of artillery batteries, sometimes just a few hours after a satellite passed overhead.

In this context, knowing which satellites are likely to observe an area, when they will do so, and with which sensors has become an important issue for force protection. EOBLINDING is intended to provide precise knowledge of this activity and, when necessary, to implement temporary countermeasures.

A First Mobile Space Surveillance Capability for Aldoria

As part of EOBLINDING, Aldoria will develop a first mobile space surveillance station. The optical and tracking capabilities developed by the company will be adapted to a transportable and rapidly deployable platform.

The station will make it possible to accurately track Earth observation satellites in low Earth orbit and anticipate their passage over a given area. This information will be used by the EOBLINDING system to implement, following human authorization, the appropriate countermeasures.

“Recent conflicts show just how important Earth observation satellites have become in the conduct of military operations. For armed forces, knowing when a satellite will observe an area and with what capabilities has therefore become critical information. With EOBLINDING, we want to adapt our expertise in space surveillance to the needs of the field, with a mobile capability that can be deployed as close as possible to operations,” explains Alexis Petit, Chief Technical Officer at Aldoria.

A System Combining Surveillance and Countermeasures

EOBLINDING will integrate space surveillance capabilities with radio-frequency interference and laser dazzling capabilities. The system is designed to address both radar Earth observation satellites and satellites equipped with optical sensors.

The planned countermeasures are temporary and reversible. They are intended to temporarily reduce a satellite’s ability to observe a given area, without damaging the satellite or its sensors. Their activation will, in all cases, remain subject to the decision of a human authority.

“EOBLINDING represents an important step toward giving Europên armed forces a better understanding of space-based observation capabilities and strengthening their protection against them. By bringing together space surveillance, radio-frequency intelligence, and temporary and reversible countermeasures within a single deployable system, we want to provide operators with the information and capabilities they need to protect sensitive operations, while keeping human authority at the heart of every decision. As coordinator, Integrasys is proud to bring together complementary Europên expertise to develop and demonstrate this new defence capability,” says Pedro Ruiz, R&D Director at Integrasys.

Aldoria and Integrasys are already collaborating in the field of space surveillance, notably by combining Aldoria’s optical capabilities with Integrasys’ radio-frequency technologies. EOBLINDING extends this cooperation to the protection of forces against space-based observation capabilities.
