AeroMorning interview with Mr Fabrice Ros, CEO of R&R Consulting

In the constantly evolving aeronautics sector, regulatory compliance and aircraft certification have become strategic issues. To find out more, we met with Fabrice Ros, CEO of R&R Consulting, a specialist in aeronautical certification and regulatory consulting.

A player in certification and regulatory consulting

R&R Consulting is based on three complementary pillars:

•    DOA (Design Organisation Approval) is the technical core of the group. R&R has its own EASA approval, enabling it to design and certify modifications and repairs to aeroplanes and helicopters. Projects cover a wide spectrum: cabin renovations, certified spare parts, special liveries and event decorations that can be seen on commercial aircraft during events such as an airline’s anniversary or the Football World Cup. These DOA activities account for approximately 40% of turnover.

• Certification and regulatory compliance consulting, which accounts for approximately 50% of the business. R&R assists manufacturers, MROs and operators in implementing and maintaining Part-21 (DOA, POA) and Part-145 approvals, conducting audits, managing relations with authorities (EASA, national authorities, FAA) and assisting in obtaining Part 21 and Part 145 approvals.

•    Regulatory training, provided by R&R Learning, its Qualiopi-certified training centre, which trains design offices, production staff and managers on all aspects of certification, including regulations and the certification of aircraft, systems and embedded software.

•    Annual turnover exceeds €3 million.

Size, expertise and international reach

R&R Consulting is a people-oriented organisation with around twenty in-house staff, supplemented by a network of specialist experts. This agile structure enables it to support highly specialised projects while maintaining a high level of responsiveness.

The company has a presence beyond Europe, with projects in the Middle East and Southeast Asia, among other regions.

Fabrice Ros, founder and director, explains: ‘We are aiming for controlled growth: around 80 employees in four years. Our goal is not size, but the added value of our services.’

Projects illustrating expertise

The company is assisting HYNAERO with the certification of its future water bomber, defining the certification strategy and preparing design and production approvals with the EASA (European Union Aviation Safety Agency).

On the DOA side, R&R is also involved in the fitting out of helicopters dedicated to monitoring power lines for the EDF network and produces event liveries for commercial aircraft, demonstrating the diversity of its skills.

Training and regulatory support

R&R Learning offers training courses on aeronautical certification, Part-21 and Part-145 approvals, and ARP4754B, ARP4761A, DO-178C, and DO-254 standards. Manufacturers such as Safran rely on these programmes to maintain their in-house skills.

Emerging technologies and safety

R&R Consulting is heavily involved in supporting start-ups and manufacturers developing emerging technologies, particularly start-ups developing hydrogen hybrid propulsion systems, eVTOLs (electric Vertical Take-Off and Landing) and UASs (Unmanned Aircraft Systems).

For complex projects, R&R uses its internal DOA and POA ROADMAP© methodologies, ensuring Part-21 compliance and control of certification processes. Safety activities are conducted in accordance with ARP4761, with the completion of FHAs (Functional Hazard Assessments), PSSAs (Preliminary System Safety Assessments) and SSAs (System Safety Assessments), as well as the allocation of DALs (Development Assurance Levels) from the system to the embedded software and hardware.

Civil and military: dual expertise

R&R has expertise in both military regulations (EMAR 21 – European Military Airworthiness Requirements) and civil regulations (EASA, FAA – Federal Aviation Administration), enabling it to manage hybrid programmes that comply with both sets of regulations.
