The FAA released a Notice of Availability for Draft FAA Order 8000.95D, Change 1, which proposes updates to how the FAA manages its individual designees such as Designated Pilot Examiner DPE, Designated Mechanic Examiner DME, Designated Airworthiness Examiner DAR, Designated Engineering Examiner DER.
What is the DMS?
DMS = Designee Management System
It is the FAA’s central online platform used to:
- process applications from designees,
- manage approvals, renewals, and supervision,
- track mandatory training,
- record activity and compliance.
DMS replaces the older Designee Registration System (DRS), which was more limited and partly manual.
What the FAA’s draft proposes
According to the Federal Register notice, the draft Order:
- Fully transitions designee oversight from DRS to DMS, aligning all procedures with digital workflows.
- Updates the descriptions of processes (e.g., electronic signatures, automated tracking of training and currency, digital activity submissions).
- Revises training and oversight requirements for all designee types Designated Pilot Examiner DPE, Designated Mechanic Examiner DME, Designated Airworthiness Examiner DAR, Designated Engineering Examiner DER, requiring that all training records be submitted through the DMS.
- For Designated Engineering Representatives (DERs):
- the draft updates the web links and clarifies training expectations,
- but does NOT eliminate DERs nor announce a phase-out.
- Opens a public comment period, allowing stakeholders to provide feedback before the policy becomes final.
In short
This document modernizes the internal management of FAA designees by moving everything into the DMS platform. It is NOT a rule eliminating DERs.
