Paris, March 19, 2026 – Emmanuel Chiva has been appointed Chief Executive Officer (CEO) of ONERA, the French national aerospace research center, succeeding Bruno Sainjon.
The appointment was approved during a meeting of the French Council of Ministers, a process that typically formalizes senior leadership changes in major state institutions.
A Strategic Leadership Change
Chiva’s appointment comes at a critical time for ONERA, as the organization plays a central role in supporting France and Europe’s ambitions in aerospace, defense, and space technologies. His arrival signals continuity in strengthening technological sovereignty and innovation capabilities.
ONERA is a key player in aeronautics, space, and defense research, contributing to major European programs and working closely with industry leaders, government agencies, and armed forces.
A Profile Rooted in Defense Innovation
Before taking over at ONERA, Emmanuel Chiva served as Delegate General for Armament (DGA), the French government’s top official responsible for defense procurement and technology. In that role, he oversaw major military programs and innovation initiatives, particularly in areas such as artificial intelligence, advanced systems, and emerging defense technologies.
His background combines high-level government leadership, scientific expertise, and innovation policy, making him a strategic choice to lead ONERA in an increasingly competitive global environment.
Continuity After Bruno Sainjon
Chiva succeeds Bruno Sainjon, who led ONERA for over a decade and contributed to reinforcing its scientific and industrial positioning. Under Sainjon’s leadership, ONERA expanded its role in European cooperation and advanced research programs.
The transition reflects both continuity and renewal, as ONERA adapts to evolving challenges such as defense modernization, climate-related aviation research, and the rapid growth of the space sector.
Challenges Ahead
As CEO, Chiva is expected to focus on several key priorities:
- Strengthening France’s and Europe’s technological sovereignty in aerospace and defense
- Accelerating innovation in emerging fields, including AI, propulsion, and advanced materials
- Supporting dual-use technologies bridging civil and military applications
- Expanding ONERA’s role in European collaborative programs
His leadership comes at a time of heightened geopolitical tensions and increasing competition in aerospace and defense technologies worldwide.
Outlook
With Emmanuel Chiva now in office, ONERA enters a new phase aimed at reinforcing its position as a leading European research institution. His experience at the highest levels of defense policy and innovation is expected to play a key role in shaping the agency’s future direction.
The official publication of his appointment decree is anticipated shortly, confirming the transition already effective since March 18.
