CS Group – Sopra Steria selected by CNES to structure the future European space surveillance offering
Paris, March 19, 2026 – CS Group, a subsidiary of the Sopra Steria Group, has been selected by CNES (Centre National d’Études Spatiales) to design and develop “STREAMS”, a strategic program aimed at strengthening French and European space surveillance capabilities.
A strategic program for space security and sustainability
Faced with the explosion of orbital traffic, the multiplication of constellations, and the increasing risks related to debris, space surveillance is becoming a major strategic issue for security and technological sovereignty. Commissioned by CNES, CS Group – Sopra Steria will design and develop STREAMS to sustainably strengthen French and European capabilities in space situational awareness and control.
The program is structured around three key pillars:
• Consolidating the national catalogue of space objects by federating hundreds of sensors (optical, radar, radiofrequency, and eventually satellite-based) serving civil, commercial, and defense uses;
• Operating the European CAESAR service, dedicated to the detection and management of collision risks in orbit;
• Modernizing CNES’s SSA IT infrastructures to improve performance, resilience, and data processing capabilities.
STREAMS will be deployed alongside a leading industrial ecosystem — Aldoria, Hemeria, Safran Data Systems, and Auticon — to structure a robust and interoperable European framework.
Recognized expertise serving European space ambitions
With more than forty years of experience in the space sector, CS Group designs, integrates, and operates critical systems, particularly dedicated to orbital surveillance and space risk management. This expertise is built on key programs:
• OSMOSE: national space surveillance catalogue for CNES, serving as a central backbone for SSA data management and operations, also contributing to European EU-SST services;
• ESSOR: part of the France 2030 initiative, aimed at demonstrating an integrated service combining optical and radar sensors, with the objective of building a dynamic catalogue that could reach nearly 100,000 objects by 2030;
• SIS-NEXT: next-generation information system dedicated to the protection of military space infrastructures, capable of aggregating and processing massive volumes of data from space- and ground-based sensors in real time for highly critical applications.
Sylvain D’Hoine, Executive Vice President Space at CS Group, stated:
“With STREAMS, we are not just deploying a technical program: we are structuring a strategic European capability. Space situational awareness is now a matter of sovereignty, security, and competitiveness. By leading STREAMS alongside CNES and a leading industrial ecosystem, CS Group and Sopra Steria affirm their role as architects and integrators of critical systems in support of a more autonomous, more resilient European space sector capable of exerting lasting influence on the international stage.”
Supported by a leading industrial ecosystem, STREAMS represents a key milestone for CS Group in the development of ASTREK, a future hub structuring a sovereign and competitive European space surveillance services offering.
