Embraer Signs MoUs with AMMROC and GAL to Pursuit Defense Development and Support Opportunities in the Middle East
Dubai, UAE, November 17, 2025 – Embraer , signed two Memoranda of Understanding (MoUs) with UAE-based companies AMMROC (Advanced Military Maintenance, Repair and Overhaul Center) and GAL (Global Aerospace Logistics), marking a significant step toward expanding its defense footprint in the Middle East.
These strategic agreements aim to explore joint opportunities in the development and support of the Aerospace & Defense sectors, with a particular focus on Maintenance, Repair and Overhaul (MRO) and training services for the KC-390 Millennium multi-mission military transport aircraft. The MoUs also pave the way for a broader range of collaborative activities across the defense and associated support sectors.
In the coming months, Embraer, AMMROC, and GAL will engage in detailed discussions and develop a work plan for projects that leverage their respective expertise and capabilities. These discussions will include potential end-user requirements for the KC-390, future fleet support, training programs, and engineering services for aircraft modifications. Beyond MRO, the scope of collaboration may extend to aftermarket support, logistics, training, and repair services, reinforcing the commitment of all parties to deliver comprehensive and innovative solutions to regional defense customers.
Jasem Al Marzooqi, CEO of AMMROC, said: “This MoU marks a significant step toward expanding AMMROC’s capabilities through the cooperation with one of the world’s foremost aircraft manufacturers. It reinforces our shared vision of delivering comprehensive maintenance and in-service support solutions that ensure mission readiness and operational excellence for our partners locally, regionally and beyond.”
“This agreement with Embraer and AMMROC marks a critical milestone in strengthening our sovereign defense and aerospace capabilities,” said Abdelrahman AlHammadi, Acting CEO of GAL. “Our close partnership with AMMROC provides a proven foundation, and alongside Embraer, we can ensure delivery of unparalleled readiness and lifecycle support for the KC-390 Millennium and beyond, reinforcing the UAE’s position as a regional hub for advanced aerospace services.”
“These agreements reflect Embraer’s long-term commitment to the UAE and the broader Middle East region,” said Bosco Da Costa Junior, President and CEO of Embraer Defense & Security. “By partnering with AMMROC and GAL, we aim to strengthen local capabilities and deliver world-class support for the KC-390 Millennium.”
Since entering operation with the Brazilian Air Force in 2019, the Portuguese Air Force in 2023 and, with the Hungarian Air Force in 2024, the KC-390 Millennium has proven its capability, reliability, and performance. The current fleet in operation has demonstrated a mission capability rate of 93% and mission completion rates above 99%.
The C-390 can carry more payload (26 tons) compared to other medium-sized military transport aircraft and flies faster (470 knots) and farther, being capable of performing a wide range of missions, such as transporting and dropping cargo and troops, medical evacuation, search and rescue, firefighting and humanitarian missions, operating on temporary or unpaved runways, such as packed earth, soil and gravel. The aircraft configured with air-to-air refueling equipment, with the designation KC-390, has already proven its aerial refueling capacity both as a tanker and as a receiver, in this case by receiving fuel from another KC-390 using pods installed under the wings.
